Below 30% is usually a safe bet, and make sure you trigger a rebellion in the Altdorf region (you can't just raid any of the other three regions unless you own them as well).

Sorry about Guardian: Lower the Chaos corruption in the Reikland province. Also your Liberate Factions mod may be causing a problem with that, for any number of reasons, so it may be that you either need to turn it off or start a new game. Try to take over all three settlements in that region (Karak Norn, Karak Angaraz, Grimhold) and then have a rebellion form. a Karak Angaraz rebellion after Crooked Moon is destroyed or confederated will produce generic Greenskins. Generic Greenskin rebellions, for example, will still trigger for Dwarves more often than not, even though that was changed between games 1 and 2 and sometimes triggering rebellion in certain settlements will not produce the faction rebels you'd expect, eg.
